Reform of Building Maintenance Regulatory System and Support Services
The Government announced a reform of the building maintenance regulatory system and support services, including the establishment of a new non-statutory Building Maintenance Support and Service Agency to assist owners throughout the inspection, tendering, evaluation, and supervision process. The Buildings Ordinance will also be amended to elevate large-scale maintenance works involving scaffolding of four storeys or more into a new works category, strengthening prior approval and regulation by the Buildings Department. Under the new mechanism, building inspection and supervision functions will be segregated, and contractors submitting statutory documents will be explicitly required to carry out the actual construction work, with severe penalties for violations.
